§ 11-16. Established; composition; appointment of members.

There is hereby created a bard to be known as the Hurst Library Board which shall be composed of seven (7) members, who shall be residents of the city, to be appointed by the city council. Each member of the board shall serve for a period of two (2) years or until his successor is appointed and fully qualified. The terms of three (3) of said appointees shall expire in April of odd-numbered years, and four (4) members' terms shall expire in April of even-numbered years.
