Except when carrying passengers, or going to pick up passengers, or going to a garage
or other place where automotive repairs are made, all vehicles shall be kept off the
streets of the city and upon premises owned by or leased to, and under the supervision
and control of, the holder of the certificate; provided, that taxicabs may await dispatch
calls on any nonresidential property in the city with the consent of the owner thereof,
and further provided that if a person is an owner and operator of a taxicab such person
may keep their taxicabs upon their residence.
