§ 27-1. Purpose.

  • The purpose of this chapter is to zone the entire area of the city and the districts in accordance with a comprehensive plan for the purpose of promoting health, safety, morals and the general welfare of the general public. The regulations and districts established in this chapter have been designed to lessen congestion in the streets; to provide safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of populations; and to provide and facilitate adequate provisions for transportation, water, sewerage, schools, parks and other public requirements. Such districts have been established with reasonable consideration of the character of the district and its peculiar suitability for particular uses, and with the view of conserving the value of buildings and encouraging the most appropriate use of land throughout the community. Where this chapter imposes a greater restriction upon land, buildings or structures than is imposed or required by other ordinances, covenants or agreements, the provisions of these regulations shall govern. Where other ordinances impose greater restrictions than are imposed in this chapter, the provisions of such other ordinances shall govern.
