§ 27-10. U School, Church and Institution District.

  • (a)

    Purpose of district. The U School, Church and Institution District is intended to permit only nonprofit activities of an educational, religious, governmental or institutional nature with controls similar to R-3 and O-2 districts.

    (b)

    Permitted uses. The following are the only permitted uses within the U district and are subject only to the general conditions of this section and other sections as are applicable:

    (1)

    Manse or rectory;

    (2)

    Churches, sanctuaries and church schools;

    (3)

    Public schools and educational institutions offering programs equivalent to public school grades;

    (4)

    Colleges and universities;

    (5)

    Government offices;

    (6)

    Libraries;

    (7)

    Public buildings including city halls, courthouses and fire stations;

    (8)

    Water wells, water storage and pumping facilities.

    (c)

    Planned development uses. Any use enumerated in subsection (b), as well as church-sponsored nursing homes.

    (d)

    Conditional uses. Day nurseries, kindergartens and day care centers in connection with any church.

    (e)

    General conditions.

    (1)

    Area requirements:

    a.

    Minimum lot size. Every lot within this district shall have an area of at least twenty thousand (20,000) square feet.

    b.

    Minimum lot width. Every lot within this zoning district shall be at least one hundred twenty-five (125) feet wide, measured at the front building line.

    c.

    Maximum lot coverage. No more than thirty (30) percent of the total lot area shall be covered with buildings.

    (2)

    Outdoor activities or uses: Accessory parking, loading, placement of refuse containers and other customary accessory uses incidental to church uses.

    (3)

    Yard requirements: Every lot within the district shall have exterior yards of at least twenty-five (25) feet and interior yards of at least ten (10) feet, subject to provisions of subsection 27-21(b)(4).

    (4)

    Height restrictions: No structure or building shall exceed thirty-five (35) feet in height.

    (5)

    Fences and screening: To be provided and maintained as required by section 27-21.

    (6)

    Parking and loading: Subject to the requirements of section 27-20.

    (7)

    Signs: Only those signs allowed under section 27-22 shall be allowed.

    (8)

    Accessory buildings: Accessory buildings shall be permitted behind the front building line; provided, however, no accessory building shall be constructed within a required yard.

    (9)

    Refuse facilities: All refuse and refuse containers shall be screened from view of all public streets.

    (10)

    Exterior wall surfaces: All buildings shall have exterior walls of not less than seventy-five (75) percent masonry surface.

    (11)

    Minimum open space: In addition to paved parking and driving areas, at least fifteen (15) percent of the lot shall be maintained in landscaped open area.

    (f)

    Planned development regulations. U PD uses shall be subject to U general conditions; provided, however, that the following U general conditions may be specifically modified by the site plan or ordinance adopting such site plan:

    Minimum lot size;

    Minimum lot width;

    (3)

    Yard requirements;

    (4)

    Maximum building height;

    (5)

    Access;

    (6)

    Building to lot ratio;

    (7)

    Maximum lot coverage;

    (8)

    Parking and loading;

    (9)

    Sign regulations;

    (10)

    Landscape regulations;

    (11)

    Exterior wall surface;

    (12)

    Screening requirements.
