§ 27-19. MH Mobile Home District.

  • (a)

    Purpose of district. The MH Mobile Home Park District is intended to provide basic and uniform regulations and performance objectives to establish reasonable standards and safeguards to insure the safety, health and welfare of the occupants and users of mobile home parks. Mobile home districts shall not have a density of more than ten (10) dwelling units per acre.

    (b)

    Permitted uses. The following is the only permitted use within the MH Mobile Home Park District and is subject only to the general conditions of this section and such other sections as are applicable: Mobile home parks.

    (c)

    Planned development uses: Mobile home subdivisions on a minimum of three (3) acres with a minimum of ten (10) lots.

    (d)

    Conditional uses. (Reserved.)

    (e)

    General conditions.

    (1)

    Area requirements:

    a.

    Minimum lot size. Every lot within this zoning district shall be at least sixty-five thousand (65,000) square feet in area.

    b.

    Minimum lot width. Every lot within this zoning district shall be at least one hundred twenty-five (125) feet in width at all points.

    c.

    Maximum coverage. No more than thirty (30) percent of the total lot area shall be covered by buildings or mobile homes.

    d.

    Minimum lot depth. Every lot within this zoning district shall be at least two hundred fifty (250) feet in depth.

    (2)

    Minimum dwelling unit size: Every dwelling unit in this district shall have a floor area of at least six hundred (600) square feet.

    (3)

    Yard requirements:

    a.

    Every lot in this district shall have an exterior yard of at least twenty-five (25) feet measured from the back of the curb on private street and from the property line on public street.

    b.

    Each interior yard shall be a minimum of ten (10) feet.

    c.

    Yards shall not include any portion of a mobile home space, but may include drives and parking.

    (4)

    Height restrictions: No building shall exceed thirty-five (35) feet in height.

    (5)

    Fences: Subject to the provisions of section 27-21.

    (6)

    Parking:

    a.

    Residential parking as required in Table 20-3 shall be provided in a covered area behind the front building line. At least two (2) such spaces shall be covered. Required covered parking shall not be enclosed for residential purposes unless and until additional required covered parking is provided.

    b.

    Applicability.

    1.

    The regulations contained in this chapter shall apply to any single-family residence, duplex, triplex, townhouse, or upon any property zoned "R-1","R-1A", "R-2", "R-3", "MH" in the City of Hurst.

    2.

    The regulations contained in this chapter shall apply to any automobile, truck, bus, motorcycle, motor home, camper, trailer, truck tractor, road tractor, semi-trailer, pole trailer, boat or mobile home, or other such vehicle, collectively referred to as "vehicles".

    3.

    An existing property that is currently utilizing a yard area without providing the required all-weather surface or the screening fence shall have six (6) months to comply with the ordinance from the effective date of this section.

    4.

    Existing gravel driveways may continue when bordered by concrete curbing, interlocking brick pavers, steel edging, or other non-wood or non-plastic borders suitable to the building official and when one (1) inch diameter or larger gravel is used.

    5.

    All borders shall be installed with two (2) to three (3) inches of edging above grade.

    c.

    Exterior yard parking at the front of or at the side of a residence is allowed on paved surfaces. It shall be unlawful for any person to park or to cause, suffer, maintain or allow to be parked upon any property under his control, either as owner or tenant, any vehicle on any unpaved surface in the exterior yard(s).

    d.

    Interior side yard parking is allowed on unpaved surfaces if screened by an approved six (6) foot fence or wall. Unless vehicles are screened from view from any public street by a screening fence, it shall be unlawful for any person to park or to cause, suffer, maintain or allow to be parked any vehicle upon any property under his control, either as owner or tenant, on any unpaved surface in the side yard(s).

    e.

    Rear yard parking is allowed regardless of parking surface if rear yard is screened by an approved six (6) foot fence or wall.

    f.

    The maximum paved area of exterior yards devoted to parking on properties zoned for residential use shall not exceed fifty (50) percent of the exterior yard unless a special exception is granted by the zoning board of adjustment.

    g.

    Siting of required paved exterior yard surfaces must be done so as to comply with the city's ordinances, regulations, and driveway standards.

    h.

    All off-street parking areas and driveways in R-1, R-1A, R-2, R-3, and MH zoned properties shall be paved in accordance with the residential driveway detail specifications to adequately provide an all-weather surface.

    i.

    All paved off-street parking areas shall require a permit.

    (7)

    Signs: Subject to the general restrictions of section 27-22.

    (8)

    Accessory buildings:

    a.

    There shall be storage facilities which shall not be within any required yard with a minimum capacity of two hundred (200) cubic feet per mobile home space. These shall be provided for each space or in compounds located within one hundred (100) feet of each space. Wherever provided, storage facilities shall be constructed of noncombustible materials.

    b.

    Additional accessory buildings, including an office for the park, community facilities or a house for the owner or manager, not exceeding ten (10) percent of the lot area shall be permitted behind any building line; provided, however, such accessory buildings shall be solely for the convenience and necessity of the inhabitants of the park.

    Refuse containers: All refuse containers shall be screened from view of all public streets adjacent to the property.

    (11)

    Open space: In addition to paved parking and driving areas, at least ten (10) percent of the lot shall be maintained in landscaped open area.

    (12)

    Recreation space: In addition to the required open space, at least ten (10) percent of the total developed area shall be maintained in minimum recreation space.

    (f)

    Special requirements.

    (1)

    Mobile home space area requirements:

    a.

    Minimum size. Every mobile home space within this zoning district shall be at least three thousand five hundred (3,500) square feet in area.

    b.

    Minimum width. Every mobile home space within this zoning district shall be at least thirty-five (35) feet in width at all points.

    c.

    Minimum depth. Every mobile home space within this zoning district shall be at least eighty (80) feet in depth.

    d.

    Mobile home separation. The mobile home may be placed anywhere on the space as long as the minimum separation from another mobile home space is maintained. The minimum separation requirements are:

    1.

    Ten (10) feet from adjoining mobile home space;

    2.

    Twenty-five (25) feet from any adjacent interior private street.

    (2)

    Mobile home space access: No mobile home space shall have direct access to a public street. Each mobile home space shall have direct access to an internal private street. Internal private streets shall be provided to allow access to public streets to allow for the rapid and safe movement of vehicles used for emergency purposes of providing health and public safety services. Each emergency access or internal street shall have a clear unobstructed width of twenty-four (24) feet and shall have a turnaround of eighty (80) feet in diameter; corners of intersecting streets shall have sufficient turning area to permit free movement of emergency vehicles.

    (3)

    Mobile home space improvements:

    a.

    Paving. Each mobile home space shall have a five-inch-thick concrete pad for the purpose of placing the mobile home and shall be of at least the same length and width of the mobile home placed upon it.

    b.

    Sanitary facilities. Each mobile home space shall contain underground water and sewer connections to the city water system. Each mobile home space shall be provided with separate containers for the collection and disposal of trash, garbage and other refuse.

    c.

    Anchoring devices. Each mobile home space shall be provided with tie-down anchors as provided by state and federal regulations.

    d.

    Utilities. All utility service shall be underground.

    (g)

    Planned development regulations.

    (1)

    MH PD uses shall be subject to MH general conditions; provided, however, that the following MH general conditions may be specifically modified by the site plan or ordinance adopting such site plan:

    a.

    Minimum lot size;

    b.

    Minimum lot width;

    c.

    Yard requirements;

    d.

    Maximum building height;

    e.

    Access;

    f.

    Building to lot ratio;

    g.

    Maximum lot coverage;

    h.

    Parking and loading;

    i.

    Sign regulations;

    j.

    Landscape regulations;

    k.

    Exterior wall surface;

    l.

    Screening requirements.

    (2)

    Maximum density for MH-PD shall not exceed ten (10) dwelling units per acre.
